Taichung City has a 41-kilometer-long coastline. The coast types include mudflats, sandy beaches, gravel beaches, estuaries, and mangroves. There are many sensitive areas such as Qingshui Gaomei Wetland and Datuxikou Wildlife Reserve in the mouth of Wuxi River. Therefore, if accidents or human errors occur, it will easily cause major incidents of marine oil pollution and affect the ecological environment of the city's sea areas. Taichung City Environmental Protection Bureau has formulated the emergency response to non-governmental organizations in the central area for water pollution incidents in 108 years and Taichung City's plan to promote vibrant oceans and green harbors (hereinafter referred to as the plan), hoping that the implementation of this plan will enhance personnel's response function. In the event of a water pollution incident, emergency measures are taken immediately to control pollution to a minimum. A summary of the implementation results of the plan for the year is as follows: I. Establishing marine pollution response capabilities and improving the professionalism of emergency response personnel This plan initiated 7 emergency incidents of water pollution this year, including 2 pollution source investigation and environmental restoration investigation tasks assigned by the Environmental Protection Bureau and 5 emergency response operations of water pollution incidents. In this year, we also handled the emergency education training and equipment training for marine or river water pollution incidents in Central District, emergency response drills for water pollution incidents in five counties and cities in Central District, Taichung's environmentally sensitive area pollution incident response war drills, and the 108 annual strain drill review meeting. 1 session. Second, marine pollution audit control The plan has completed 168 port inspections this year, and sampled and inspected the ports in the city once a quarter. The water quality of each port area meets the standards of Class B sea areas. In addition, it assisted the Taichung Port District in the implementation of 12 inspections of the port area business, and counseled and implemented green port measures for various ports within the jurisdiction of the city, including grasping pollution sources in the port area, promoting the construction of shore receiving facilities, ship waste oil and sewage discharge management, and abandoned fishing nets Measures to reduce pollution related to fishing gear recycling. In order to prevent ships from arbitrarily discharging waste oil and waste to pollute the sea area, the plan has completed an inspection of 50 merchant ships and 20 fishing vessels this year. No pollution was found in the inspection results. Bring it back ashore and dispose of it properly. This year, we will conduct in-depth inspections of 10 polluted hot zones with the contractor, and perform 255 audits of polluted hot zones. During the audit, we will also announce the amendments to the Water Pollution Prevention Law with the industry. At the same time, we will complete 10 submarine surveys. The audit of the approved pollution sources approved by the Commission's Marine Conservation Department and the on-site inspection of the city's marine license operators have met the license content specifications and have no pollution behavior. Project Control of Oil Storage Yards This year, the plan completed the inspection of 75 oil storage tanks in the area under its jurisdiction, and conducted 1 briefing on the maintenance and prevention of oil storage yards and emergency related laws. 4. Submarine (floating) garbage removal and treatment and marine environmental education This year, in cooperation with the 108 World Ocean Day to handle the undersea (floating) garbage removal and marine environmental education and publicity activities, about 883 human resources were mobilized, and a total of 4,990 kg of marine and land-based garbage disposal was cleared. Another two clean-up beach activities were conducted, mobilizing about 221 manpower, and totaling 629 kilograms of land-based garbage. This year, 11 ocean drifting garbage removal operations (including ocean days) have been completed. A total of 658.2 kg of ocean drifting garbage has been removed, and 167 people have been dispatched. He also completed 8 marine environmental education campaigns. At the campaign site, he recruited fishermen who have not yet joined the Taichung Environmental Fleet. A total of 30 new fleets were added to the fleet, and about 562 people were promoted. V. Assist in promoting non-governmental participation in marine pollution prevention and control In order to combine the strength and resources of non-governmental organizations and groups to jointly safeguard the marine environment and protect the marine resources, the plan purchases a total of 600 environmentally friendly detergents and 500 marine education announcements and leaflets for the Environmental Protection Agency to follow during the event.
